Article I. Membership

Section 1.

Voting members shall have attended at least two (2) formal NORLUG monthly meetings.

Section 2.

NORLUG membership expires if a member does not attend any meeting, workshop, or contact an officer of NORLUG for two months.

Section 3.

At the time a person's membership expires access to NORLUG servers will be denied, but the member's account will remain for one (1) additional month. At the end of three (3) months of no contact with the person, the user account on NORLUG servers will be removed. After three (3) months of non-attendance, an expired member attending a meeting will be treated as a new prospective member.

Section 4.

Members that attend a meeting, workshop, or get in touch with NORLUG officers before the end of three (3) months, will have their membership restored in good status and access to NORLUG servers will be restored.

Section 5.

The Members-at-Large (voting, non-voting, and honorary members) shall become as involved as possible in all NORLUG organizational affairs.

Article II. Honorary Members

Section 1.

Honorary membership in NORLUG organization shall be granted by a two-thirds vote of a quorum of the NORLUG voting members.

Section 2.

Honorary members shall not have voting privileges in the NORLUG organization.

Section 3.

Honorary members shall be granted the option of becoming voting members, by adhering to Article I(1).

Article III. Officers' Specific Duties

Section 1.

The President shall:

• Call and chair meetings of the organization.
• Be a member of all committees.
• Appoint temporary officers and committee chairmen as necessary.
• Make announcements at workshops and meetings.
• Appoint voting members for the position of Webmaster, Security Analyst, System Administrator, and Project Manager. These appointments will meet the criteria set forth in Article VI(1) of the bylaws.
• Have root access to all NORLUG servers.

Section 2.

The Vice-President shall:

• Call and chair meetings of the organization in the absence of the President.
• Schedule and coordinate all workshops.
• NORLUG workshops shall be run by the Vice-President or the person appointed by the Vice-President. A schedule of workshop topics will be published in advance. One of the assignments will be a Workshop Supervisor, who will have overall responsibility for the workshop.
• Other Duties are:
  • To open the building before the workshop.
  • To ensure that members bring refreshments, coordinate the refreshments to be brought, and set up the refreshments at appropriate organization functions.
  • To see that admission for non-members is taken at workshops, and keep a record of attendance at workshops and submit it to the Secretary.
  • Ensure that the building is closed properly after the workshop.
• Have root access to all NORLUG servers.
• Report to the President.

Section 3.

The Treasurer shall:

• Receive and pay all monies of the organization as authorized by NORLUG organization.
  • It shall be noted the President and Vice-President, at their discretion, may perform any Treasurer duties for special circumstances or needs. This includes, but is not limited to handling monies or financial transactions, etc.
• Be directly responsible for all of NORLUG organization's financial transactions.
• Handle all financial records, keeping them orderly, accurate, and up-to-date.
• Report at each organizational meeting the financial status of the NORLUG organization.
• Report to the President

Section 4.

The Secretary shall:

• Maintain up-to-date written minutes of organization meetings.
• Maintain a list of club members, and their voting status.
• Handle club correspondence, except as otherwise governed by the Constitution or Bylaws.
• Report to the President.

Section 5.

An officer who will be unable to perform a duty may assign that duty for a period of no more than four weeks to a non-officer.

Section 6.

All officers and assistants may choose temporary helpers to assist them in executing their duties. A helper must be under the supervision of an officer or assistant who has responsibility for that task. The helper is assigned for a specific task and has no other club duties or responsibilities.

Section 7.

Officers shall train and advise their successor.

Article IV. Special Meetings

Section 1.

Members of the organization shall be given at least two weeks' notice of special meetings.

Article V. Elections

Section 1.

The term of office for officers elected in May shall begin on the next scheduled NORLUG event after the election.

Section 2.

Any person who has been a voting member of the organization for at least the past three (3) months shall be eligible for election to any office except that of President. To be nominated for the office of President, a candidate must have been a voting member of NORLUG for at least the past six (6) months. This section may be suspended temporarily at a club meeting by a two-thirds vote of the total voting members in the organization. Advance notice is not required.

Section 3.

If a vacancy occurs in an elected office other than that of President, the President shall appoint someone to fill the vacancy temporarily. A special meeting shall be called to elect an interim officer within four weeks of the vacancy.

Section 4.

If a vacancy occurs in the office of the President, the Vice-President shall assume the office of President until the remaining portion of the term of the previous President has ended. The office of Vice-President can be filled by any of the existing elected officers or voting members who meet the qualifications of the Vice-President office. The Vice-President office shall be filled by an election that shall be held immediately for the remainder of the term of that office. After this election any non-affected officers shall resume the office and duties they held prior to the vacancy in the office of the Vice-President.

Article VI. Presidential Nominated Positions

Section 1.

The positions of Webmaster, Security Analyst, System Administrator and Project Manager will be maintained at the discretion of the President. Members must approve any new nominations to the position by a majority vote of the voting members, but the President holds the authority to dismiss anyone from these positions. The President also has the authority to hold these positions himself.

Section 2. Webmaster.

The Webmaster is responsible for the security and maintenance of the web server and NORLUG main web pages. The Webmaster has the following additional responsibilities:

• Help NORLUG members with their personal web pages.
• Keep NORLUG Web Page advertisements and contacts up to date and professional.
• Reports directly to the President.

Section 3. Security Analyst.

The Security Analyst should research and test for security weakness on any NORLUG owned servers. Other duties include:

• Keeping up with notifications of possible security problems.
• Informing users when they have unsafe passwords.
• Works with the System Administrator to develop and maintain security on all of the NORLUG servers.
• Is assigned root privileges to all of the NORLUG servers.
• Reports directly to the President.

Section 4. Project Manager.

The Project Manager keeps up with potential and ongoing projects at NORLUG. Other duties include:

• Coordinate available resources to project teams.
• Promote possible new projects.
• Promote and supervise current projects.
• Coordinate Linux support in the public, including public schools.
• Reports directly to the President.

Section 5. System Administrator.

The System Administrator is responsible for maintaining all of the NORLUG servers. Other duties include:

• Installing and maintaining all hardware on the NORLUG servers.
• Installing upgrades and maintaining the Linux operating system on all NORLUG servers.
• Assigning users and passwords to the NORLUG servers.
• Work in conjunction with the Security Analyst to patch security problems on any of the NORLUG servers.
• Is assigned root access to all of the NORLUG servers.
• Reports directly to the President.

Article VII. NORLUG Servers and NORLUG Equipment

Section 1.

All equipment owned by NORLUG will be used in accordance with the group's needs and requests. Changes to the current uses and distribution of equipment and resources owned by NORLUG will be approved by a majority vote at a normally scheduled meeting. All donations are the property of NORLUG and the use of the equipment will be at the discretion of the voting members as determined by a majority vote at a normally scheduled meeting.

Article VIII. Amendments

Section 1.

The Bylaws may be amended by a majority of the votes cast by the voting members present at an organization meeting.

Section 2.

A proposed amendment to the Bylaws must be submitted in writing to the Secretary. The Secretary shall distribute copies of the proposed amendment to the organization at least four weeks before the club meeting at which the vote on the amendment will be held.

Article IX. Ratification

Section 1.

These Bylaws shall be ratified when approved by a two-thirds vote of the current members. Any person attending an NORLUG meeting in the past is considered eligible to vote for ratification of the Bylaws. A provision for absentee ballots shall be made. At least four weeks' notice shall be given for the organizational meeting at which the vote on the ratification shall be held.
